1.     To plan and carry out the production of vaccines and serum, mainly to supply the Expanded Programme on Immunization in Vietnam (EPI), and the others for prevention and treatment of diseases.

2.     To do research and apply technological advances in production and development of vaccines, serum and other biological substances.

3.     To co-operate with organizations in the country and abroad in the research and production of vaccines, serum and other biological substances, in order to expand production and raise their quality.

4.     To provide training to our staffs, to manage the allocated budget and state-owned property. Step by step to control the products and approach self – sustainability about outlay.

IVAC set up 3 establishments:

·        Nhatrang establishment is the main facility with an area of 13.936 m²

·        The Dalat establishment, from Nhatrang of 200 km, it was formerly Dalat Pasteur Institute with an area of 19.000 m²

This is the strength of the Institute with the experienced, qualified team in producing, controlling, managing vaccines as well as in breeding animals for quality control.

I.                 DEVELOPMENT PROCESS AND GAINED ACHIEVEMENTS

A. Products:

1.    Vaccines for EPI:

Having received new technologies, successfully produced DPT, and in 1991, being licensed to supply EPI by the Ministry of Health. Beside DPT, IVAC also has produced BCG vaccine. Therefore, during the recent 15 years, IVAC, who has supplied 4 of 6 based EPI vaccines, has become an acquainted address with people.

With the co-operation programme (1981), UNICEF is continuous to support IVAC in upgrading the quality of vaccines: DPT, TT, BCG. By the year 2005 ~ 2006, these vaccines will meet GMP and supply fully demand of DPT vaccine for Vietnam and a part for export.

After research and production years, field trial, the new generation of Vi-polysaccharide typhoid vaccine gets the license. Thanks to the success, IVAC supplies 5 (D, T, P, BCG, Vi-PS) of recent 10 vaccines for EPI and one of TT vaccine for “neonatal tetanus eliminate programme”.

2. Antiserum production:

Early IVAC inherited and has been consecutive to study and develop some anti-serum: tetanus antitoxin (SAT), diphtheria antitoxin (SAD), equine rabies immune globulin (SAR), antivenin (SAV).

Thanks to equipment and technique investment zealously, and supportive collaboration of CLB – Holland institute, our products have been improved and their quantities are increased.

2.    Fuenzalida rabies vaccine production:

IVAC is the first national institute which has freeze-dried fuenzalida vaccine, so its effect is more stable, expiry date  is longer.

Because of rationalization in production, application of  centrifugal technology, increase in quality  of mice (2 days age), Rabies vaccine  increases quality and quantity:

3.    Developing new and diversiform products:

•Since IVAC ‘s foundation, beside quantity development of inditional products, the institute always has researched and developed new products:

•TT  in single dose (1999).

•Superferon ( Interferon a–2b): 3 million IU/ampoule (2000).

•Immune BCG for treatment bladder cancer (2001).

•P.P.D Tuberculin (2001).

•Td vaccine for children ³ 7 old of age (2003).

•SAV against Naja kaouthia  and Trimeresurus albolabris (2003).

•SAT: 10.000 IU/ampoule (2003).

Some anti-serum for diagnostic : Cholerae, E.coli, Typhoid fever, Pertussis, ect.

ORS (1998 – 2000): supplied for CDD : 2 – 3 mil. sachets/ year.

Biosubtyl which prevents diarrhea, disordered digestion has supplied the market 40 mil. sachets/year.

Some products have been reduced volume in container : TT in mono-dose, Vi. Polysaccharide typhoid vaccine in two  and in five doses, SAR: 500 IU, Td: 1 dose, BCG: 10 doses,…. In 1991 product list of vaccines and biological substances : 7 kinds, but 2003 : 18 kinds.

6.    Turnover and average income of each staff:

7.    Reward emulation movements:

The committee of Party (in Nhatrang) and the cell of Party (in Dalat) have always confirmed  strong and clear,

The Trade Union and the Youth Union of the communist Party have received flags which have been rewards of excellent movements.

The State gave labour orders:

Ø the 3rd class (1988 – 1992)

Ø the 2nd class (1991 - 1996)

Ø the 1st class (renewing 10 years)

Many staffs and organizations of IVAC were given praise paper by the government, the People committee of KH province, the central Youth Union of communist party, the Ministry of Health, the General Vietnamese labour union, …

Kovalepskaia and Vi Fotech rewards for scientific research projects. 

II.             Development orientation of the institute from now to 2010:

The vision: building the Institute as a trusted unit in producing, trading vaccines, serum and bio-products in Vietnam; having the producing technology equal to South East Asia.

Some orientations :

·        Concentrating power, firstly, consolidating and upgrading quality of the EPI of 6 vaccines to meet domestic demand as well as GMP-WHO requirements.

·        Applying developed technique to purify anti-serum, researching immunity of horses effectively.

·        Building Suoi Dau farm to be suitable its potential, nest 5 years becoming an independent establishment.

·        Developing and diversifying main products of IVAC: Menigococcal vaccine, combo-vaccines base on  frame of DPT, conjugate vaccine, Hib vaccine, Rabies vaccine on cell culture,  Antiserum of P.aeruginosa…

·        Upgrading testing animals: species, food, workshop, technical service,…

·        Establishing clean room of 100 class for sterility test, applying technology  of immunity and gene for quality control of vaccines.

·        Building the personnel organization based on the new mechanism , agreeing with national strategy on local vaccine production.

·        Joining, and associating to research new products, importing some semi-products.

·        Building the vaccine export market.

·        Consolidating the Q.C  system.

In past 25 years, international friends recognized Vietnam IVAC was the young – active - successful institute and had rather perfect production model: technology, service, establishments, modern laborlaries, automotic filling line, advanced QC technologies, large breeding farm which provide experiment animal, skilled staff.  When researching feasibility of new vaccine’ s investment project, many international specialists were introduced to come IVAC as a symbol by famour professors of the Health branch.

Now, IVAC’ s staff combines together, tries to gain better achivements of vaccines’  production to serve the protection of people health in the renewing period.
